A transformative senior executive with a career in the design and construction of major structures, she has held executive leadership positions in several international consulting firms. Her industry experience includes global corporate leadership with strategic and operational responsibilities. She has multidisciplinary experience in major project delivery in the USA, Canada, Latin America, Europe, the Middle East, Asia, and the Caribbean. Her expertise includes alternative delivery methods such as Design/Build, P3, CMGC, DBFOM, as well as EPC at Federal, State and City/Municipal levels. Ms. Barbas has also led bid teams, ATC development and provided transaction advice, expert witness services to law firms and technical advisory services to private equity/lenders.

She was the Special Advisor for Infrastructure to New York Governor Andrew Cuomo and a subcommittee member for cross-sector critical infrastructure security and resilience issues for of the 2023 National Infrastructure Advisory Council (NIAC).

Barbas is an executive member of the National Academy of Construction and the recipient of several engineering and leadership awards, including the American Society of Civil Engineers’ John B. Jervis award and Columbia University School of Engineering’s prestigious Thomas Egleston Medal for distinguished engineering achievement.
