Julius Chang

Senior Lecturer in the Discipline of Construction Engineering and Management

Julius Chang is currently a senior lecturer in civil engineering at Columbia University, where he teaches graduate and undergraduate courses in construction engineering and management, and the NY|NJ Project Controls Lead at HDR, a leading consulting engineering firm. 

Chang has over 30 years of practical work experience in the design and management of transportation infrastructure facilities. His research interests concern infrastructure asset management and innovative project delivery methods, including public-private partnerships (PPP). Chang is a registered professional engineer in the State of New York.

Chang received BS and MS degrees in civil engineering from Columbia in 1986 and 1989, respectively, the MS and Mastère in International Energy Management and Policy from the University of Pennsylvania and Institut Français du Petrole (Paris) in 1991 and the EngScD in civil engineering from Columbia in 2007.
